Why is Douglas County so economically weak, compared to the rest of metro Atlanta?

There are no real restaurants here, not even a Steak-and-Shake, an Up-the-Creek or a Popeye's. The county's only Pep Boys, just went out of business, and so did Smokey Bones and Sonny's BBQ. I mean Douglasville is only 30 minutes west of Atlanta. Lithia Springs is only 15 minutes west of Atlanta. The housing here is cheap and affordable. However, all of the good businesses are light years away in Gwinnett, Cobb, DeKalb and Clayton counties. Why not Douglas? Why is Douglas County so economically weak, compared to the rest of metro Atlanta?
Douglas County is simply lagging behind the growth that Cobb and Gwinnett to the north and the southern counties have seen. Most of it has to do with jobs and access. There are no major companies located in Douglas County to bring the growth and the only access to the west is I-20.

The growth is along the major interstates I-75 and I-85 and 400. The southside has just begun to experience major growth. The areas to the west just haven't caught up yet.
