What the first person said is totally wrong! For blue eyes browns are the best. Since you have black hair try lighter brown/goldish in the inner corner of your eye and getting to darker browns in the outside.
Nothing too dark to clash with your hair.

If you're daring you could go for the alternative looks for example smokey eyes but using a purple colour. Also against your brown skintone golds and bronzes look great!
Don't forget Eyeliner and Mascara make or break a certain look.

if you want to bring out your blue eyes, use a blue eye shadow similar to the colour of your eye
I'd do a dark brown for eyliner and other shades of brown to help the blue pop
