first of all, a dry complexion is bad. you're just going to get more acne if it's too dry.
when applying your foundation, get a color that matches your skin tone.
first apply tinted moisturizer. then apply mineral powder or pressed powder. then concealer.
do your lips in a pale pink color for everyday wear, but do a dark red with purple undertones for parties.
wear your eyelashes long with a lash doubling mascara. then curl. they should be long enough to touch a large amount of your eyebrows if you look up.
use liquid eyeliner.
pluck/wax your eyebrows.
use a tan blush or a light pink blush.

smokey eyes would definitely work for you. But if you want to try it in the daytime, use the look more lightly. Instead of dark greys or black try dark browns for the smokey effect in the daytime. I would visit your local department store (i.e. Macy's, Nordstroms) and try out their different makeup counters.
Dark shadows may bring out the fact that you do have blackheads...Maybe try some lavenders...Try some Dove soap, CeraVe moisturizer and egg white facials...
