*i know I posted this earlier but I have a different question concerning the dog*
My sister is staying with a guy who owns a tiny Pomeranian named Smokey, he's about 9 years old. She brings him over to my house every once in a while because she feels so bad for the little guy. His owner has zero toys for him, no bed, no chewies, no nothing. He so skinny you can feel every bone in his body, you can count his ribs just by touching him. He doesn't have any muscle tone and if it weren't for his fur he would look like a very sickly dog. My sister says he has food but its meant for overweight inactive dogs. She's been living there for over a month and only seen him eat about 10 times. I swear he only weighs 1.5 pounds. She also said that his food is in a large dish and there is a bunch in there but its old and stale because his owner hasn't changed it in months and his water dish is disgusting. He lives in a small apartment and is trained to go on puppy pads so he never gets to go outside. His owner pays no attention to him and when Smokey jumps on the couch, he shoves him off and calls him "damn dog". We brushed him a couple weeks ago and his mats were so bad, we had to cut off most of the hair behind his ears so now it looks bald. We also gave him a bath and when Smokey's owner saw him he said "wow, that's the first time he's gotten a bath in 2 years." His teeth are also very rotten so it's difficult for him to eat hard dog food, most of the time he just swallows it whole. I feel so bad for the little dog so he's been staying with me the past couple of days but his owner seems to be "wanting" him back. Would it be morally wrong to keep this dog from him? I'm sure I would get in trouble if he were to call the cops on me... I just don't feel right handing the dog over to him.Should I keep him? help please! ?

Offer to buy the dog. Suggest an amount that he cannot resist and keep him forever.
His teeth could be why he is so skinny - He can't actually eat anything properly.
You will get into trouble if you just take him since that would be theft, *but* this dog is not being looked after at all. I would call the humane society anomously and explain the situation and that you would like to take the dog. They will investigate, give the guy a fine/sentence (which he deserves), take the dog in to get veterinary treatment and then, if you're lucky, will hand the dog over to you.Should I keep him? help please! ?
Morally? I'd suggest not, but legally - quite another matter. Fact is this is HIS dog. If you can't persuade him that he really should let you keep him, I think you can only report him to the authorities and hope they sort this guy out re how he should be keeping a dog.
I guess you could hand him into a Shelter as a 'stray', but if you are anything like me, you'll be found out!! Difficult one.
My oh my. Bless your soul. Honestly. Keep the poor fellow if you can. I don't want to discourage you but he's going to need some medical care that may be costly but I think it's better if the poor darling can have a happy life with you than to be treated like dirt by him.
If he calls the cops on you, call an Animal Service or appeal to the cops and show them the state of the dog. Animal cruelty is not okay. I'm sure the Animal Service people will be able to back you up on that.

I would call the local animal protection agency, like RSPCA or something and have the guy reported. The dog is considered to be the owners property and so it could be considered stealing if you with held the dog from him. If however he is found to have been negligent in his care for the dog, which it definitely sound like he has been then the dog will be removed from his care - at which point it may be put down unless you are willing to come forward as a potential new owner. Morally I'd say keep the dog - but you wouldn't want this guy to get aggressive...
