this is an example of what it does. this is trying to install java and this is the message "error 1722, there is a problem with windows installer package. A program run as part of the setup did not Finish as expected"

Most likely when you installed your windows, the disk was scratched, and the files were unable to be read and werent installed properly,,
best way to fix that is to make a copy to a new disk and try to reinstall again, this usually fixes the problem, just make sure you dont lose your code for install, unless you have an oem disk which you dont need to enter one
or your hard drive may be missing files in that case youd have to do a full wipe, not just a reformat, and theres a great tool by western digital, that will do this , its a 3 step process, and will wipe your hd drv, back to when it was like brand new, with no data or files or anything on it

You are using an account that is a member of the Admin group I hope....
If the dll is indeed there, it may not be registered. This is very easy to do from the command line:
Use the regsvr32 command - it will have a help menu, but it will go something like this:
Regsvr32 C:\Windows\System32\example.dll
